Hey John, If it were up to me I'd just try and enlarge the hole the last bolt misses for the etrailer Trailer Hitch Receiver # e75ZR. You could also try and loosening the other five bolts and try to shimmy the hitch in a way that possibly gets you that quarter inch you're needing.

I believe what you are talking about are tie-down brackets, which are on some models of Highlander. If you 2020 Ford Transit T250 has a factory 4-pole connector you would see it tucked away around the rear of the vehicle. With you not already having a trailer hitch they likely did not install a trailer connector so you would need the Curt T-Connector Vehicle Wiring Harness # C56327. Once installed you can then wire in a 7-way # 37185 to connect your Curt Echo.

I've got two bolt on options that will work with the 37" frame on your bus. Both of them are listed as weld on however there are predrilled holes in the brackets along with steps in the installation instructions that allow these hitches to be installed without welding.
